The DNC approved a delegate plan for the Michigan Democrats for a state-party-run caucus on Feb. 9 that would have given the party 156 delegates under this allottment: 83 district-level, 26 unpledged PLEO, 2 unpledged add-ons, 17 pledged PLEO, 28 at-large delegates. However, because the Michigan Democratic Party decided to comply with state legislation and take part in the Jan. 15 primary, the DNC is penalizing the state all of its delegates.
Biden, Edwards, Obama and Richardson have withdrawn their names from the Jan. 15 primary citing the DNC's Feb. 5 cut-off date and the state Supreme Court ruled against an effort by the state legislature to force the candidates to put their names on the ballot. Currently the Democratic ballot lists Clinton, Dodd, Gravel, Kucinich or Uncommitted and includes a write-in option.
